Sutton was a research Fellow at the Hoover Institution, Stanford University, from 1968 to 1973. He is a former economics professor at California State University at Los Angeles. He was educated at the University of London, the University of Gottingen, and the University of California. He obtained his D.Sc. degree from the University of Southampton, England.
